Notification of Conveyance Allowance Issued By Punjab Government 0212-2012

According to the news The Chief Minister of the Punjab Mian Muhammad Shahbaz has rejected the summary of increase in conveyance allowance (CA), daily allowance, leave encashment and other allowances whose summary was forwarded to him on 30-11-2012. It was being expected that CM will approve the summary but instead it was rejected and therefore Punjab Government employees are not going to get benefit from the increase in pay.

Result of Matric Class (9th and 10th) Supplementary Federal Board of Intermediate and Secondary Education Islamabad

The Federal Board of Intermediate and Secondary Education Islamabad (FBISE) announced the result of matric ssc supplementary class 9th and 10th for the year 2012. According to which the pass percentage of ix (9th) students is 48.82. In total 13125 students appear in exam while 6407 were passed. In class 10th (matric part-II) while 42.24 percent students were passed, in total 9178 appeared and 3877 were declared as passed. A Rationalized Pay Structure has been sent to the Provinces for suggestion which was prepared by The Ministry of Finance (Regulation Wing). It is being said that the pay structure formed will effect the finance for only 30 lac extra budget. Along the increase in basic there is a suggestion to decrease the commutation of the government employees. That will save money which is causing extra burden to budget. According to the relavant sources the basic pay will increase as follows for the government employees:-

According to the sources after getting the suggestion from the provinces the summary will be presented in next upcoming meeting of pay and commission.
However it is not confirmed yet what formula was used to increase the basic pay above. However the above pay scales are giving increase in basic pay as well as annual increment but it is not yet confirmed that whether or not the other allowance like conveyance allowance for provinces and house rent, medical allowance will increase on the basis of these new rationalized pay scales or not. The matter of rationalized / unified pay scales is pending for last three years but the Federal government is unable to make agree the provinces specially the Punjab Government to agree them on a specific pay structure while declining before many such structures once again these suggestion have been send to the provinces and awaiting for reply. Another reason of declining this pay structure by the provinces is that it will effect the budget of the provinces while no budget allocation was granted in annual budget of 2012-2013 for this purpose so if provinces are going to agree on this pay structure they will have to manage their budget by their own sources that will cause difficulties for the provinces.
Since the present government of President Zardari (PPPP) is going to end of February 2013 so Federal government is trying to provide such a good relief in pay so to get maximum favors from government employees in upcoming budget. And another reason of the provinces delaying this matter seems that if they agree on such a structure then all the favor of employees will go towards the Federal Government (PPPP). So a great conflict is present between provinces and federal on this and such other matters. The meeting of the pay and commission next session is expected in December however it will be pend upto the receiving the suggestions from the provinces.
If we compare two main parties of the Pakistan that are Peoples Party Parliamentarian Pakistan (PPPP) and Pakistan Muslim League Nawaz PML (N) these both parties have different opinion in respect of employees and their salaries. I am not affiliated with anyone. The PPPP government is trying to relief the government employees from the start of their government they tried to reinstate the employees. Also they increase the pay of the employees from time to time during the last 5 year session of their elected period. But the PML(N) is opposing these decision they were not seems in favor of reinstating employees and also against the increase in pays and salaries and allowances of the government employees. The PML(N) in punjab did not increased the conveyance allowance while federal government did. The PML(N) opposed the 40 to 50 increase in salaries in last budget while PPPP did increase the pay accordingly. Beside this PPPP gave increase in different allowance like Daily Allowance DA, Traveling Allowance TA and such other allowances. And in the matter of teachers federal upgraded the teaching posts while punjab PML(N) did no thing except teasing the teachers.
So i is being done in the said matter of unified pay scales. So it seems that government employees are going to favor PPPP in next upcoming election of 2013. Anyhow it is a personal opinion may differ the opinion of someone. So not treated seriously.

Moharram Holiday News for different part of the country

A great conflict is present between the provincial  and federal government while deciding holidays for moharram because there is danger of suicide attack. The federal government announced the four holidays 2 for moharram one for d-8 and for security reason. The sindh and Balochistan government followed the federal government but the matter of Khayber Paktoonkhawa and Punjab was little different. In Khayber PakhtoonKhawa there was announced holiday in different parts while some institutions were opened. And the matter of the punjab government was almost different from the all because punjab government did not announced holiday at any part however at lahore some schools were closed which were under the danger area. Punjab Mohtasib Decision Regarding Pay and Allowances for recently selected lectures who were Regular Teachers

The Punjab Mohtasib took notice of the Lecturers who were recently selected for this post and were previously working as regular school teachers. The problem was the counting of previous service, regular / contract and pay and allowance for these lecturers the department regularized them but did not granted pay fixation. But in reply to some application of teachers Punjab Mohtasib ordered Education Department to provide Pay Protection / Pay fixation to these employees. Congratulations to Senior Subject Specialist For being Regularize

A great news for the Senior subject Specialist (SSS) who were appointed at (BPS-18) on contract basis is that School Education Department of Punjab has regularized them vide Order No. SO (SE-1)15-3/2011 w.e.f from the date 10-09-2011. Furthermore it is stated that these officers were appointed on BPS-18 according to the contract policy 2004. They will remain on the same position which is currently being hold by them. The exam of middle and primary classes under pec (Punjab Education Commission) are expected to be held in the first week of Febrauary 2013. The date sheet has not yet issued by the board. But the period is less for preparation and model papers / question papers / old papers of middle and primary classes not only help to the students but also helps teachers through which they can guide their students to prepare for exam according to the paper pattern. This not only help to save some time but also help students to get good marks. In these day i got many request for provision of model question papers and old papers of the middle and primary class for pec exams. Old papers are not possible to provide now because they are under scanning sectio and it will complete in almost December. ANNOUCEMENT OF MATRIC CLASS (X/IX) 9TH AND 10TH RESULT

The latest news about the result of supplementary examination matric class 9th and 10th have just received all the boards have asked their paper checkers to speed up and complete their work upto 02 December so that after checking the papers it could be forwarded to computer section for online preparation of results. Another report in this regard received that matric class 10th paper have been checked and now the marking staff is busy in checking the papers of 09th class which is expected to be complete upto 02 December 2012. The controller of examination BISE Rawalpindi personally visited the marking center and asked the paper checker about different problems and requested to complete the work quickly so that the result can be announced on time. 
It is expected that the result of matric supplementary 2012 will be announced in the third week of December 2012. However now exact date was received till. The Controller of Examination Rawalpindi board also advised the board staff present at marking center to extend the closing time of the centre upto 10 p.m. The marking center will also be open on public holidays. As soon as the exact date received i will update it here so keep checking this post.
Furthermore, it is informed that the result of all boards of punjab for supplementary examination 2012 for the rawalpindi board, lahore board, gujranwala board, faisalabad board, bahawalpur board, multan board, will be available here for the class of 09th / 10th (X and IX) as well as for the intermediate (part-I and II) FA/ FSc supplementary result 2012 will also be available here for the above boards so keeping checking this site for further information.

Teachers and office work jobs in Federal Government educational institutions cantt and garrision

The Federal Government Educational Institutions Cantt and Garrison (FGCEI) has announced the different posts of which were lying vacant in its educational institution. These posts include the post of Librarian (BPS-15) which require qualification of  graduation with at least one year diploma in library sciences, Trained Under Graduate Teacher (BPS-14)  male and female more than 200 posts, Drawing master and mistress (BPS-14) qualification required fa / fsc with one year diploma in drawing, Matric Trained Teacher (BPS-09) male and female almost 500 posts the qualification required is matric with ptc or equivalent, Assistant Librarian (BPS-09) male and female qualification required matric with certificate in library science, Band Master (BPS-06) qualification middle with diploma, sewing Mistress (BPS-06) middle with diploma in sewing.
The Non teaching staff (Male and Female) Assistant (BPS-14) required qualification is Graduation, Steno Typist (BPS-14) Intermediate with short hand and typing 80/40,  Accountant (BPS-14) qualification required B.Com, Data Entry Operator (DEO) (BPS-12) Graduation with science and 10000 Key Depression Speed per hour, Upper Division Clerk UDC (BPS-09) Intermediate with computer knowledge, Lower Division Clerk LDC (BPS-07) matric with 30 words per minute typing speed, Laboratory Assistant (BPS-07) matric with science required, Driver male (BPS-04) Primary with Heavy duty driving license and knowledge of traffic rules, Laboratory Attendant (BPS-02) qualification require matric, Bus Conductor (BPS-01) primrary, Naib Qasid (BPS-01) primary pass, Chowkidar mali sweeper (BPS-01) primary pass.
The last date for submission of application for teaching as well as office work posts is 03 December 2012. Applicant must submit the application on the prescribed application form which can be downloaded from the below link along with the documents. The applicant have to submit demand draft of Rs. 100 and Rs. 50 along with their application.

The demand of the Teachers of the Punjab Education Department

The demand of the Teachers of the Punjab Education Department
The teachers of the Punjab are fighting for their rights but the attempts are going in vain because the Chief Minister Mian Shahbaz Sharief is not considering the problems of in services employees / teachers. There is no time frame for promotion and the promotion of the teachers including PSTs / ESEs, EST / SESE, SST / SSE. A four tier formula was made for the promotion of the teachers and summary was sent to the the Sectary Education Punjab for the approval by the CM Punjab but no action was taken till now.
The matter of conveyance allowance is also pending as the teachers have to travel for long distance to reach the respective schools but the conveyance allowance is very limited as compare to the fuel prices. And the step is still pending as taken by the federal government. Another step which the federal government has already implemented the federal publich Schools is upgraddation of teaching posts / scales and the federal government upgradded teachers as unders:
1 PST (Primary School Teachers) BPS-09 to BPS-14
2 EST (Elementary School Teachers) BPS-14 to BPS-16
3 SST (Secondary School Teachers) BPS-16 to BPS-17
This was also demanded by the teacher of the Punjab education department but till no action in this regard was taken. The point to be noticed at this is the that other provincesalso took the step and upgradded its employees except Punjab.
A news in this regard was published in the express that government has asked the education department to send the summary of the demand of teachers. And punjab government has decided to take a quick action on this matter and asked education department to collect the data regarding the problems and the demands of the teachers and send it to the Punjab government. The education department asked teachers for mutual consultation on the matter. It is expected that all the problems of teachers will be solved during the current year, specially the matter of Drawing of Leave encashment for one year, TA / DA, Conveyance allowance,
and four tier formula for promotion will be approved immediately. The teachers are demanding for their rights for the solution of their problems.

Unified Pay Sclaes for the Employees of Public Sector Organization / Departments of Pakistan 2012-2013

The demand of unified pay scales by the government employees is making government to take step towards this issue. But till now no solid step was taken and government is hanging up the process by making different committees and commissions. This is not the first time that the government has make the Pay commission for
the revision of basic pay scales (BPS) of the government employees. But at the establishment of the Pakistan Peoples Party Parliamentarian (PPPP) it was under consideration, but at the end of each commission the suggestions given by the commission / committee were kept pending for approval upto the next financial budget and at the budget government approved different package just by giving adhoc allowance and government passed each year saying that it has established the pay commission for the revision of the scales.

The policy of the pppp government is to make happy the government employees by giving good pays and scales so that there standard of living may increase and also to increase the vote bank for the pppp government. And it also remained successful in this policy. The pppp government granted 30%, 50% and 20% adhoc allowances to the government employees and the biggest increase was 50% adhoc allowance 2010. Which make government employees satisfied but the different unions of employees were still demanding for the revision of pay scales and increase in other allowances.

The basic reason for the demand of unified pay scales is the difference of pays and scales of the different government organization / departments because some organizations like PAEC (Pakistan Atomic Energy Commission) and NESCOM (National engineering and scientific commission) employees are drawing pay from the special pay scales (SPS) which are more than double of the Basic Pays and Scales (BPS). And some government employees are drawing double pays these departments Pakistan Military, FBR (Federal Board of Revenue) and Police, these employees were granted double pay package in the budget of 2010. While it was promise that w.e.f Jan 2011 the pay of all the employees will be doubled but this proposal seems never get fulfilled till now.

Now when the government is on the completion of its tenure and is going for election in the start of next year i.e 2013 this issue is once again refreshed because it will help pppp to get the votes of government employees. The Federal government also increase the conveyance allowance which was another major step towards the increase in pay of government employees. The pppp government is actually willing to make unified Pay scales but the problem that is being occurring is the allocation of funds for the Provinces.

As no funds were placed in this regard in current budget of the year 2012 - 2013 so it is not possible for the Provincial Governments to increase the pays of employees from their current funds. So the provincial government of the Pakistan strongly condemned this decision. There is also a point to notice that the federal
government increase the conveyance allowance the provinces like Punjab has not still increase the conveyance allowance and the employees of the province of the Punjab and other provinces are still drawing the conveyance allowance at the earlier rates. So this step is also contrary to the policy of the government towards the unified pay scales.
The last meeting in this regard was held and proposed three different packages from which one to be chosen and sent to the provincial government employees. Here are the three packages.
1. To merge the 50% and 20% adhoc allowances to the basic pay and different of the pay in different public sector organization employees may be vanished thus.
2. And the second option is the to save the funds by stopping the double pay of the organizations including CBR and distribute these funds equally to all employees.
3. The third and the last option is to double the pay of employees who were not granted double pay scales till now.
The above summary was sent to the provinces and PAC (Public Account Committee) for suggestion and the provinces strongly condemned this reasoned lake of fund. And the final news is that the government has not enough funds to take the decision over any of the suggestion so this issue will still remain pending.

The fact of the Extension in Retirement AGE

The Government after extending the age of retirement from 60 to 62 years took the decision back due to possible legal action against them. The decision was taken by the approval of the President of the Pakistan instead of the Parliament of the Pakistan. In fact the government was saving its desirous candidates who are going to retire within next few months and who can benefit government in next coming election because pppp government is going towards the new election at the start of next year i.e 2013. 
The official are saying that the notification for extension of retirement age was mistakenly published and issued to different organization and departments and is investigating how this happened. But the true fact seems opposite to this. You can check below news in this regard.

Pakistan National Education Policy (NEP) 2009


The National Education Policy (NEP) 2009 (“the Policy”) comes in a series of education policies dating back to the very inception of the country in 1947. The review process for the National Education Policy 1998-2010 was initiated in 2005 and the first document, the White Paper was finalised in March 2007. The White Paper became the basis for development of the Policy document.

Life Skills-Based Education (LSBE) shall be promoted.
Grades XI and XII shall not be part of the college level and shall be merged into the school level forming part of existing secondary schools
A system for ranking of primary and secondary educational institutions across the country shall be introduced
To create an order for excellence in the country, a “National Merit Programme” shall be introduced to award bright students
All children, boys and girls, shall be brought inside school by the year 2015.
Official age for primary education shall be 6 to 10 years. The official age group for next levels of education shall also change accordingly.
Government shall make efforts to provide the necessary financial resources to achieve the EFA goals.
Government shall establish at least one “Apna Ghar” residential school in each province to provide free high quality education facilities to poor students.
Every child, on admission in Grade I, shall be allotted a unique ID that will continue to remain with the child throughout his or her academic career.
Literacy rate shall be increased up to 86% by 2015
Provinces and district governments shall allocate a minimum of 3% of education budget for literacy and non formal basic education (NFBE).
NEF programmes, currently in practice up to grade 5 shall be expanded up to grade 10, where required.
(14 to 17 years). Special educational stipends shall be introduced to rehabilitate child labourers.

Provincial and Area Administrations shall develop effective accountability mechanism including EMIS data on teacher deployment, to control absenteeism and multiple job-holding,
Maximum age limit shall be waived off for recruitment of female teachers.
The curriculum development and review process, as well as textbooks review process, shall be standardised and institutionalised within the framework of the Federal Supervision of Curricula, Textbooks and Maintenance of Standards of Education Act, 1976.
Professional Councils like Pakistan Medical and Dental Council (PM&DC) and Pakistan Engineering Council (PEC) shall be involved in consultations for relevant curriculum development.
Environmental education shall be made an integral part of education.
Matric-Tech scheme shall be re-introduced at secondary level
Education system needs to be internationally competitive and Pakistan shall make efforts
TVE shall be extended according to the need of the area i.e. Tehsil, District and
Division.
